UK government backs three-person IVF

The UK looks set to become the first country to allow the creation of babies using DNA from three people, after the government backed the IVF technique.

It will produce draft regulations later this year and the procedure could be offered within two years.

Experts say three-person IVF could eliminate debilitating and potentially fatal mitochondrial diseases that are passed on from mother to child.

Opponents say it is unethical and could set the UK on a "slippery slope".

They also argue that affected couples could adopt or use egg donors instead.

Mitochondria are the tiny, biological "power stations" that give the body energy. They are passed from a mother, through the egg, to her child.

Defective mitochondria affect one in every 6,500 babies. This can leave them starved of energy, resulting in muscle weakness, blindness, heart failure and death in the most extreme cases.

The woman who lost all her children

Every time Sharon Bernardi became pregnant, she hoped for a healthy child.

But all seven of her children died from a rare genetic disease that affects the central nervous system - three of them just hours after birth.

When her fourth child, Edward, was born, doctors discovered the disease was caused by a defect in Sharon's mitochondria.

Edward was given drugs and blood transfusions to prevent the lactic acidosis (a kind of blood poisoning) that had killed his siblings.

Five weeks later Sharon and her husband, Neil, were allowed to take Edward to their home in Sunderland for Christmas - but his health slowly began to deteriorate.

Edward survived into adulthood, dying in 2011 at the age of 21.

Now Sharon is supporting medical research that would allow defective mitochondria to be replaced by DNA from another woman.

Research suggests that using mitochondria from a donor egg can prevent the diseases.

It is envisaged that up to 10 couples a year would benefit from the treatment.

However, it would result in babies having DNA from two parents and a tiny amount from a third donor as the mitochondria themselves have their own DNA.

'Clearly sensitive'

Earlier this year, a public consultation by the Human Fertilisation and Embryology Authority (HFEA) concluded there was "general support" for the idea and that there was no evidence that the advanced form of IVF was unsafe.

The chief medical officer for England, Prof Dame Sally Davies, said: "Scientists have developed ground-breaking new procedures which could stop these disease being passed on, bringing hope to many families seeking to prevent their future children inheriting them.

"It's only right that we look to introduce this life-saving treatment as soon as we can."

She said there were "clearly some sensitive issues here" but said she was "personally very comfortable" with altering mitochondria.

Scientists have devised two techniques that allow them to take the genetic information from the mother and place it into the egg of a donor with healthy mitochondria.

The result is a baby with genetic information from three people.

They would have more than 20,000 genes from their parents and 37 mitochondrial genes from a donor.

It is a change that would have ramifications through the generations as scientists would be altering human genetic inheritance.

Dr David King says the move crosses "a crucial ethical line"

Objections to the procedure have been raised ever since it was first mooted.

Dr David King, the director of Human Genetics Alert, said: "These techniques are unnecessary and unsafe and were in fact rejected by the majority of consultation responses.

'Designer baby'

"It is a disaster that the decision to cross the line that will eventually lead to a eugenic designer baby market should be taken on the basis of an utterly biased and inadequate consultation."

One of the main concerns raised in the HFEA's public consultation was of a "slippery slope" which could lead to other forms of genetic modification.

Draft regulations will be produced this year with a final version expected to be debated and voted on in Parliament during 2014.

Newcastle University is pioneering one of the techniques that could be used for three-person IVF.

Prof Doug Turnbull, the director of the Wellcome Trust Centre for Mitochondrial Research at the university, said he was "delighted".

He said: "This is excellent news for families with mitochondrial disease.

"This will give women who carry these diseased genes more reproductive choice and the opportunity to have children free of mitochondrial disease. I am very grateful to all those who have supported this work."

The fine details of the regulations are still uncertain, yet it is expected to be for only the most severe cases.

It is also likely that children would have no right to know who the egg donor was and that any children resulting from the procedure would be monitored closely for the rest of their lives.

Sir John Tooke, the president of the Academy of Medical Sciences, said: "Introducing regulations now will ensure that there is no avoidable delay in these treatments reaching affected families once there is sufficient evidence of safety and efficacy.

"It is also a positive step towards ensuring the UK remains at the forefront of cutting-edge research in this area."

Inbee Park takes early lead at US Women's Open

SOUTHAMPTON, N.Y. (AP) ? Top-ranked Inbee Park took the early lead in the first round of the U.S. Women's Open as she tries to make history by winning the first three majors of the year.

Park had just one bogey in a 5-under 67 for the best score of Thursday's morning groups. Caroline Hedwall of Sweden was a shot back, with six players at 2 under.

Concerned about bad weather, tournament officials moved up the tees, and with the rain holding off, Park was able to play aggressively.

"I never had practiced from those tees, so I was a little bit shocked when I went to the tees," Park said.

Not that she was complaining.

She repeatedly gave herself short putts, and the way she has excelled in her short game lately, Park cruised to a low score.

"So instead of hitting like 5-irons, we were hitting 9-irons, and that was making the course much easier," she said. "I was actually able to go for some pins and give myself a lot of opportunities today. I made a lot of putts and didn't leave much out there."

No player has won the first three majors in a season with at least four majors. The 2008 U.S. Women's Open champion, Park has already won five times this year, including her last two tournaments.

Starting on No. 10, Park birdied her first hole, then started racking up pars. She made the turn at 2 under before birdies on three of her next four holes.

At 5 under, Park briefly struggled with her tee shots, needing to save par on Nos. 5 and 7. On No. 6, her 15th hole of the day, she had to lay up out of the tall grass and settled for her lone bogey.

Park got herself back to 5 under on the par-5 No. 8 with a chip shot to about 5 feet for an easy birdie putt.

Hedwall was at 5 under heading into her final hole, No. 9. But she hit over the green into the rough, then just missed her par putt to finish with a 4-under 68.

GOREE ISLAND, Senegal (AP) ? President Barack Obama says he learned some lessons on a visit to Goree Island, where he toured a slave house and gazed out at the Atlantic Ocean through what's known as the Door of No Return. It's the point on this Senegalese island from which Africans were said to have been shipped to the Americas and into indentured servitude generations ago.

The son of a Kenyan man, Obama said the tour helped him, and the family members who accompanied him, to "fully appreciate the magnitude of the slave trade." He was joined by first lady Michelle Obama, daughters Malia and Sasha, his mother-in-law, Marian Robinson, and a niece, Leslie Robinson.

The president said Thursday's trip also reminded him of the importance of standing up for human rights worldwide.

"This is a testament to when we're not vigilant in defense of human rights what can happen," Obama said after the tour. "Obviously, for an African-American, an African-American president, to be able to visit this site, I think, gives me even greater motivation in terms of human rights around the world."

Obama spent about a half-hour touring the salmon-colored slave house, including seeing the small holding rooms that separately held male and female Africans before they were loaded onto ships bound for the Americas. He spent about a minute peering through the Door of No Return, and went back for a second long look after his family had a chance to peek out too.

Obama arrived on the island aboard La Signare, a 73-foot, blue-and-white launch decorated with Senegal's green, yellow and red flag and a banner that said "Welcome President Obama."

Tourists who come to Goree Island usually spend most of their time trying to avoid trinket-sellers and peddlers who swarm visitors from the moment they set foot off the ferry, plying them with beaded necklaces and offers of guided tours.

But the city went to great pains to clean up in anticipation of Obama's visit. Sandy lanes were swept clean of trash. The beach appeared to have been raked. Even the peddlers seemed to have been part of the cleanup effort too.

Instead of the usual mob, only a few hawkers greeted a ferry that docked the day before Obama arrived.

Before arriving on the island, Obama, who is a lawyer, told a meeting in Dakar of judges from the region that he disappointed his late grandmother by going into politics.

She wanted him to be a judge.

Still, even though he let her down her by becoming a politician, he said she would be happy to know "that a group of judges are willing to meet with me even if I'm not one myself."

As Africans awaited news about the health of ailing former South African President Nelson Mandela, Michelle Obama urged a group of middle school students to draw on his strength as they grow up to possibly become leaders in their own right. Mandela, 94, who fought against his country's former system of white-minority rule and was imprisoned for 27 years, is in critical condition in a South African hospital.

Mrs. Obama urged the students to make their lives worthy of the sacrifices of people like Mandela.

"I want you to think about this. If President Mandela could hold tight to his vision for his country's future during the 27 years he spent in prison, then surely you all can hold tight to your hopes for your own future," she told the students at Martin Luther King Middle School in the Senegalese capital of Dakar.

"If President Mandela could endure being confined to a tiny cell, being forced to perform back-breaking labor, being separated from the people he loved most in the world, then surely, all of us, we can keep showing up and doing our best ? showing up for school each day, studying as hard as you possibly can," she said. "Surely, you can seize the kind of opportunities Mandela fought for for all of us. Surely, you can honor his legacy by leaving a proud legacy of your own."

Amazon Studios now accepting short film bids on top of series, features

Amazon Studios is hell-bent on developing movies and TV series, and on top of script submissions, it's now asking filmmakers to send in 2-15 minute long shorts to pitch their feature-length film ideas. Those would serve as a foundation for your project and "express an idea that's begging to be seen on the big-screen, in full-length, full-budget form," according to the division's Hollywonk blog. Amazon Studios will spend 45 days evaluating each submission, and those added to the development slate will receive $10,000. After that, you'll get put into the development pipeline, which could get you paid writing and directing opportunities, guidance and feedback from partners like Warner Bros., and up to $400,000 if your baby hits theaters. AJ Marin, Pennsylvania Activist, Arrested For Writing Pro-Health Care Message In Chalk

If you thought throwing down a protest slogan with some sidewalk chalk was a safe way to practice civil disobedience, think again.

A few days after a judge ruled that a San Diego, Calif. man must stand trial on 13 counts of vandalism over anti-big bank messages written in water-soluble chalk outside Bank of America branches -- which together carry a maximum of 13 years in jail or a $13,000 fine -- comes this story out of Pennsylvania. Sean Kitchen of Raging Chicken Press reports on the strange conclusion to a protest at the state capitol that sought to pressure Gov. Tom Corbett (R) to expand Medicaid under Obamacare:

Late last night, the demonstrators were escorted out of the capitol, and afterwards some of the demonstrators went back to governor?s mansion to continue their demonstration. However, while at the governor?s mansion, a health care activist -- AJ Marin -- was arrested for ?chalking? on a public sidewalk. According to his citation, he was arrested for writing a ?derogatory remark about the governor on the sidewalk.? The ?derogatory? comment that AJ was arrested for stated: ?Governor Corbett has health insurance, we should too.?

Corbett announced in February that he wouldn't support expanding Medicaid rolls to at least 500,000 Pennsylvanians under President Barack Obama's health care law. Democrats have been seeking to find a path forward, however, with lawmakers in the state Senate currently working to craft a bipartisan piece of legislation to offer health care coverage to more low income residents.

While they continue to wrangle support for a Medicaid expansion bill, protesters have trickled to the state capitol to voice their support for the measure, which studies have shown would provide a significant boost to the state's GDP and employment numbers.

Watchdog warns of waste in Afghan aircraft buy

(AP) ? The Pentagon is spending more than three-quarters of a billion dollars to buy Russian-made helicopters and other aircraft for an Afghan aviation unit that lacks the troops and expertise to operate and maintain the equipment, a government watchdog warned.

The Special Inspector General for Afghanistan Reconstruction said in a report Friday these shortcomings mean the helicopters and fixed-wing aircraft destined for the Afghan Special Mission Wing "could be left sitting on runways in Afghanistan, rather than supporting critical missions, resulting in waste of U.S. funds." The report recommended putting the purchases on hold until the Afghans develop the capacity to support the aircraft.

The findings are sure to reverberate on Capitol Hill, where there is stiff opposition to the purchase of the Mi-17 helicopters from Rosoboronexport, the state-run Russian arms exporter that is a top weapons supplier to Syrian President Bashar al-Assad.

The Pentagon announced June 17 that Rosoboronexport had been awarded a $554 million contract for 30 Mi-17s to be used by the Special Mission Wing, a move that came just days after the House approved a 2014 defense policy bill that included a prohibition on contracts with the Russian agency. The Senate Armed Services Committee included a similar ban in its version of the bill.

The defense policy bill for 2013 also barred the Pentagon from using funds from that fiscal year for contracts with Rosoboronexport. But the Pentagon said money from the 2012 fiscal year was being used for the Mi-17 acquisition, so the restriction does not apply.

A Defense Department spokesman said there was an "urgent, near-term need" to buy the wing the Mi-17s, a multimission aircraft designed to operate at high altitudes and uniquely suited for the wing.

"Careful consideration of all the information available to the department confirms that it would be in the public interest to procure the Mi-17s needed for the (wing) from Rosoboronexport," Army Lt. Col. Jim Gregory said in a statement.

In addition to the Mi-17s, the Pentagon is spending $218 million on 18 PC-12 cargo aircraft from the Sierra Nevada Corp. of Sparks, Nev., to allow the Special Mission Wing to perform counterterrorism and counternarcotics missions, the report said.

The special inspector general is recommending the purchase be suspended until the wing's staffing, recruiting and training problems are resolved. Chief among them is finalizing a memorandum of understanding between the Afghan interior and defense ministries that would give the military control of the wing. But the document remains unsigned due largely to the interior ministry's "resistance to surrendering authority" over the wing, according to the report.

Michael Dumont, the deputy assistant defense secretary for Afghanistan, Pakistan and Central Asia, said in comments included in the report that delaying the purchase of the aircraft until the agreement was signed "would unacceptably delay our efforts to develop the (wing) into a capable force."

The wing was to have 806 personnel by mid-2015, but as of late January had just 180, according to the report.

Filling out the wing's ranks won't be easy, the report said, due to challenges of finding Afghan recruits who are literate in their own language, competent in English and can pass the strict, 18- to 20-month U.S. vetting process that includes eliminating candidates who have ties to criminal or insurgent activities.

The flow of Afghan trainees from helicopter flight training at Fort Rucker, Ala., to more intense training in the Czech Republic "has been slow and uneven, ranging from a low of two up to eight trainees at a time," according to the special inspector general.

The report blamed a lack of steady funding for the training from the Defense Department, failed background checks for prospective pilots and flight engineers, and the Czech government's requirement that each Afghan trainee have a certificate signed by Afghan authorities.

Compensation, especially for mechanics, is another barrier to recruitment because Afghans with a basic command of English are in high demand and can get higher pay elsewhere, the report said.

Another key shortcoming is the dearth of pilots capable of flying at night, when most counterterrorism missions are conducted. As of late January, only seven of the 47 pilots assigned to the wing were fully mission qualified to fly with night vision goggles, the report said.

Obama takes on power plants, Keystone as part of climate plan

WASHINGTON (Reuters) - President Barack Obama launched a new plan to tackle climate change on Tuesday with a call to limit carbon pollution from all U.S. power plants and a signal that he would block a proposed pipeline from Canada if it boosted greenhouse gas emissions.

Obama's long-awaited plan, detailed in a speech at Georgetown University, drew sharp criticism from the coal industry, which would be hit hard by carbon limits, and Republicans, who accused the Democratic president of advancing policies that harm the economy.

Obama's first-term attempt to reduce climate-warming carbon emissions in a "cap and trade" system was thwarted by Congress, and his administration's long process of studying whether to approve the Keystone XL pipeline has raised hackles from business groups and Republican opponents.

His comments on the TransCanada Corp pipeline, which would carry oil from Canada to refineries in Texas, were his strongest signal yet that its environmental costs could outweigh the project's economic benefits. The administration will decide whether to approve the pipeline later this year or in early 2014.

"Our national interest will be served only if this project does not significantly exacerbate the problem of carbon pollution," Obama said.

"The net effects of the pipeline's impact on our climate will be absolutely critical to determining whether this project is allowed to go forward," he said.

Using his executive powers, Obama said he was directing the Environmental Protection Agency to craft new emissions rules for thousands of power plants, the bulk of which burn coal and which account for roughly one-third of U.S. greenhouse gas emissions.

"We don't have time for a meeting of the flat earth society," Obama said, referencing critics who do not believe climate change is happening.

Share prices for major U.S. coal mining companies slipped again on Tuesday after falling sharply on Monday in anticipation of the Obama plan.

The EPA is routinely challenged in court, both by industry groups seeking to quash rules, and by green groups trying to push the agency to set tougher standards.

The U.S. Chamber of Commerce and Republican-leaning states have petitioned the Supreme Court to review rules to cut greenhouse gas emissions.

The details of the new regulations will be drafted over the next year, and their costs are still to be determined. Obama wants them to be finalized by June 2015.

"Laying out a specific schedule makes it a lot more difficult for the president to turn back," said Michael Levi, head of the Council on Foreign Relations' energy and climate program.

TWA Flight 800 crash story untrue, investigators claim

The producers of an upcoming documentary on TWA Flight 800?which exploded and crashed into the waters off of Long Island on July 17, 1996, killing all 230 people on board?claim to have proof that an explosion outside the Paris-bound flight caused the crash. And six former investigators who took part in the film want the case reopened.

"These investigators were not allowed to speak to the public or refute any comments made by their superiors and/or NTSB and FBI officials about their work at the time of the official investigation," a news release announcing the documentary said. "They waited until after retirement to reveal how the official conclusion by the (NTSB) was falsified and lay out their case."

After a four-year investigation, the National Transportation Safety Board concluded the plane, which had just taken off from New York's John F. Kennedy Airport, was destroyed by a center fuel tank explosion likely caused by a spark from faulty wiring.

But according to Tom Stalcup, a co-producer of the documentary, the investigators "provide radar and forensic evidence proving that one or more ordinance explosions outside the aircraft caused the crash." The film, will premiere on EPIX on July 17, the 17th anniversary of the crash.

Stalcup said the investigators plan to file petition the NTSB for a new probe.

In response, the NTSB said Wednesday that it would review any petition related to the 1996 crash, which touched off one of the most complex air disaster investigations in U.S. history.

The CIA and FBI conducted a parallel investigation to determine if a bomb or missile had brought down the plane.

Dozens of eyewitnesses in the Long Island area "recalled seeing something resembling a flare or firework ascend and culminate in an explosion," the CIA said in a 2008 report. "Had the crash been the result of state-sponsored terrorism, it would have been considered an act of war":

The CIA responded to the FBI?s request within 24 hours of the crash. This support consisted primarily of help from the Counterterrorist Center in the Directorate of Operations and from a small group of analysts in the Office of Weapons, Technology and Proliferation in the Directorate of Intelligence.

But after an eight-month investigation, the CIA "concluded with confidence and full substantiation that the eyewitnesses had not seen a missile."

"Our analysis demonstrates that the eyewitness sightings of greatest concern to us?the ones originally interpreted to be of a possible missile attack?took place after the first of several explosions aboard the aircraft," the CIA's Deputy Director of Intelligence wrote in a 1997 memo.

It has been more than a decade since the son of former WWE Champion Stan ?The Man? Stasiak was an active competitor. Back then, when sports-entertainment was as hot as it had ever been, the second-generation Superstar wrestled in WWE and WCW as a dimwitted hunk known as Meat, a Mr. Perfect knockoff named ?PerfectShawn? and a loony goofball who claimed to hail from Planet Stasiak.

He?s 42 now, a Dallas-based chiropractor with a burgeoning career as a motivational speaker. Yet, he can?t help but wonder how his ring career could have turned out differently had he only been a little more self-assured. Stasiak lacked confidence back then. He crippled under the pressure to live up to his father?s considerable legacy. And there was an incident with a tape recorder he?d like to forget ? if only the world would let him.

?He put way more pressure on himself to carry on the family tradition than he needed to,? WWE Hall of Famer Jim Ross told WWEClassics.com. ?I think that was one of the things that eroded his progression.?

All of this stood in the way of Stasiak?s goal to win the WWE Title and make history alongside his old man as the first father-son duo to hold the granddaddy of all championships. Did Stasiak have what it takes to become a WWE Champion? In many respects, he did. When he was signed by WWE in 1998, Stasiak was a 6-foot-2, 240-pound genetic anomaly with legit amateur wrestling credentials from Boise State. However, while his dad was a rugged, punishing bruiser with a debilitating Heart Punch, Shawn found his spot as a smug pretty boy ? looking like an NFL quarterback will do that to a wrestler.

Stasiak was always uncomfortable in this position. He didn?t really embrace his role as Meat ? the boy toy of a trio of vixens known as Pretty Mean Sisters ? and dispatching Curt Hennig in WCW while nicking his Mr. Perfect persona made Stasiak uneasy.

His inability to find his place in sports-entertainment was surprising considering he grew up around the business. Born in April 1970, Stasiak was three years old when his father beat Pedro Morales to win the WWE Championship in Philadelphia. His pop?s reign was brief ? only nine days ? but Stasiak still has grainy home video of himself as a kid, clutching the title by the family Christmas tree.

Stasiak?s early years were spent on the road, traveling from territory to territory with his dad. He grew up in locker rooms around guys like Andre the Giant and Jesse ?The Body? Ventura, and roughhoused with Dwayne ?The Rock? Johnson when the two were just third graders. The family lived in Portland for a time ? a city where his dad was a local hero and his classmates worshipped him. Then it was over to Dallas, where his father was so hated that the kids wanted to string Shawn up by his toes.

Brain can plan actions toward things the eye doesn't see

June 19, 2013 ? People can plan strategic movements to several different targets at the same time, even when they see far fewer targets than are actually present, according to a new study published in Psychological Science, a journal of the Association for Psychological Science.

A team of researchers at the Brain and Mind Institute at the University of Western Ontario took advantage of a pictorial illusion -- known as the "connectedness illusion" -- that causes people to underestimate the number of targets they see.

When people act on these targets, however, they can rapidly plan accurate and strategic reaches that reflect the actual number of targets.

Using sophisticated statistical techniques to analyze participants' responses to multiple potential targets, the researchers found that participants' reaches to the targets were unaffected by the presence of the connecting lines.

Thus, the "connectedness illusion" seemed to influence the number of targets they perceived but did not impact their ability to plan actions related to the targets.

These findings indicate that the processes in the brain that plan visually guided actions are distinct from those that allow us to perceive the world.

"The design of the experiments allowed us to separate these two processes, even though they normally unfold at the same time," explained lead researcher Jennifer Milne, a PhD student at the University of Western Ontario.

"It's as though we have a semi-autonomous robot in our brain that plans and executes actions on our behalf with only the broadest of instructions from us!"

According to Mel Goodale, professor at the University of Western Ontario and senior author on the paper, these findings "not only reveal just how sophisticated the visuomotor systems in the brain are, but could also have important implications for the design and implementation of robotic systems and efficient human-machine interfaces."

G-8 advances on Syrian peace talks, tax evasion

ENNISKILLEN, Northern Ireland (AP) -- President Barack Obama, Russian President Vladimir Putin and other G-8 leaders took a united stance Tuesday on seeking a negotiated Syrian peace settlement to forge a "united, inclusive and democratic" government ? but couldn't agree on whether this means President Bashar Assad must go.

Their declaration at the end of the two-day Group of Eight summit sought to narrow the diplomatic chasm between Assad's key backer, Russia, and Western leaders on starting peace talks in Geneva to end a two-year civil war that has claimed an estimated 93,000 lives.

G-8 leaders also published sweeping goals for tightening the tax rules on globe-trotting corporations that long have exploited loopholes to shift profits into foreign shelters that charge little tax or none. But that initiative, aimed at forcing the Googles and Apples of the world to pay higher taxes, contained only aspirations, no binding commitments.

The Syrian declaration said the country needs a new coalition government with "a top leadership that inspires public confidence." It made no reference to sending U.S., British or French weapons to rebels, an option being kept open by all three G-8 members, most likely America.

Russia refused to back any declaration that made Assad's ouster an explicit goal, arguing that it would be impossible to start peace talks with a predetermined outcome.

Reflecting the profound divisions that remain, the British host, Prime Minister David Cameron, declared it was "unthinkable that President Assad can play any part in the future government of his country. He has blood on his hands. He has used chemical weapons."

Putin ? speaking at the same time as Cameron at a different location in a gesture that some diplomats construed as rude ? rejected Cameron's views as unproven.

And referring to last month's butchery of an off-duty British soldier in London by ax- and knife-wielding Muslim extremists, Putin warned Cameron that the weapons sent to Syria might end up being used to kill people in Europe.

"There are many such criminals in the ranks of the (Syrian) opposition, such as those who committed the brutal murder in London. Do the Europeans want to provide such people with weapons? ... We are calling on all our partners to thoroughly think it over again before taking this very dangerous step," Putin said.

Reflecting growing unease at the behavior of Muslim extremists in the ranks of Syria's splintered opposition forces, the G-8 declaration said participants in any peace talks must agree to expel al-Qaida-linked fighters from the country.

The declaration condemned human rights abuses committed by government forces and rebels alike, and called on both sides to permit access by U.N.-led chemical weapons experts trying to investigate the contentious claims of chemical weapons use.

In its only concrete commitment, the plan commits a further $1.5 billion in aid for Syrians driven from their homes by the conflict: 4.2 million within Syria and 1.6 million more taking refuge in neighboring countries. The G-8 noted that the new funds would cover only part of the United Nations' 2013 appeal for $5.2 billion in Syria-directed aid.

Rebels, who have suffered tactical reversals in recent weeks versus Assad's Russian-supplied army, expressed disappointment with the G-8 verdict.

"We expected more. We expected a more solid statement, a more decisive one," said Loay AlMikdad, a spokesman for the Free Syrian Army, speaking by telephone from Turkey.

AlMikdad said the Free Syrian Army hopes the statement's weakness would be counterbalanced by strong Western intervention on the ground to send weapons. This, he said, would help deter al-Qaida-influenced movements from taking root in rebel-held areas.

"The international community, especially those who say they are friends of Syria, must be more decisive and firm," he said.

But a White House official, speaking to reporters as Obama flew to Berlin, said the U.S. administration was pleased with the outcome and had been braced for less agreement.

"This in no way minimizes the difficulties ahead," said White House deputy national security adviser Ben Rhodes. "But given the various ways the G-8 could have gone, we believe that on the key issues of political transition, humanitarian support and chemical weapons investigation, it's very helpful to have this type of signal sent by these eight countries."

Earlier, G-8 leaders announced new goals to combat tax avoidance by multinational companies. In a joint statement they said tax authorities should share information "to fight the scourge of tax evasion" and make it harder for companies to "shift their profits across borders to avoid taxes."

Britain heralded the agreement as a good first step toward creating a new environment of corporate transparency. A key principle in the plan would require multinationals to declare how much tax they pay in each country.

U.S. Senate hearings this year investigating the tax payment policies of Apple found that the smartphone and computer innovator also has developed some of the world's most innovative tax-avoidance policies. Apple admitted it used, legally, two companies registered in Ireland ? but in one case managed from the U.S. state of Nevada ? to manage much of the company's non-U.S. profits worldwide and paid taxes at a rate of less than 1 percent.

British lawmakers likewise have sharply criticized Google UK for registering all of its regional sales in neighboring Ireland, which charges half the rate of corporate tax.

Many of the world's leading companies, and even bands like U2, employ complex corporate structures involving multiple subsidiaries in several countries to minimize the tax bills in their home nation. One such maneuver, called the "double Irish with a Dutch sandwich," allows foreign companies to send profits through one Irish company, then to a Dutch company and finally to a second nominally Irish company that is headquartered in a usually British tax haven.

Campaigners for greater tax transparency appealed to the G-8 to ensure that reforms benefited the poorest countries of Africa, South America and Asia as well as the rich West. Anti-poverty campaigners stressed that shell companies provide a key mechanism for embezzling government funds in corrupt countries.

Cameron says Britain will lead by example by creating a registry of who really owns companies, and will consider making it public ? an idea viewed skeptically by many other countries fearful of scaring companies out of their jurisdictions.

And Britain itself stands accused of being one of the world's main links in the tax-avoidance chain. Several of Britain's own island territories ? including Jersey, Guernsey and the British Virgin Islands ? serve as shelters and funnel billions each week through the City of London.

"Of course, Britain's got to put its own house in order," said Britain's treasury chief, Chancellor of the Exchequer George Osborne, who addressed the G-8 meeting on corporate tax reform along with International Monetary Fund Managing Director Christine Lagarde.

She commended the G-8 initiative as necessary to address taxpayers' indignation at corporate tax-dodging and reflected the fact that "almost all governments need additional revenues."

Before the summit, Britain announced a provisional agreement with the finance chiefs of nine British offshore dependencies and territories to improve their sharing of information on individuals and companies banking cash there.

Qualcomm Snapdragon 800 MDP benchmarks prepare for ludicrous speed

Today we had a chance to play with Qualcomm's latest MDP devices (tablet and phone) which pack the company's mighty Snapdragon 800 SoC (MSM8974). The tablet is slightly larger than than last year's and features an 11.6-inch 1920 x 1080-pixel display, 2GB of LPDDR3 RAM, 32GB of built-in flash storage (with microSD expansion), USB 3.0 support and a 12 megapixel AF rear camera with flash (2MP fixed-focus in front). All of this is crammed into a slim (0.46 inches / 11.7mm) chassis that's powered by a 3400mAh Li-ion battery and incorporates a bevvy of radios (LTE band 17, WiFi ac, Bluetooth 4 LE, GPS, NFC) and sensors (including pressure and humidity).

The phone shares most of the tablet's specs but swaps the screen for a 4.3-inch panel (1280 x 720 pixels) and the battery for a smaller (1500mAh) pack. We put these Snapdragon 800-equipped MDPs through their paces by running our usual suite of benchmarks (plus a few more). The results? Prepare for ludicrous speed! More after the break.
