S. Africa's Nelson Mandela back in hospital

JOHANNESBURG (AP) ? Nelson Mandela, the anti-apartheid leader who became South Africa's first black president, has been admitted to a hospital with a recurring lung infection, South Africa said Thursday.

Mandela, 94, has become increasingly frail in recent years and has been hospitalized several times since last year, mostly recently earlier this month when he received what a presidential spokesman described as a "successful" medical test.

Mandela was admitted to a hospital just before midnight Wedesday "due to the recurrence of his lung infection," the office of President Jacob Zuma said in a statement.

"Doctors are attending to him, ensuring that he has the best possible expert medical treatment and comfort," the statement said. It appealed "for understanding and privacy in order to allow space to the doctors to do their work."

Zuma wished Mandela a speedy recovery, referring to him affectionately by his clan name, "Madiba."

"We appeal to the people of South Africa and the world to pray for our beloved Madiba and his family and to keep them in their thoughts. We have full confidence in the medical team and know that they will do everything possible to ensure recovery," the presidential statement quoted Zuma as saying.

Mandela spent a night in a hospital and was released on March 10 following a medical test. At that time, presidential spokesman Mac Maharaj said Mandela was "well."

In December, Mandela spent three weeks in a hospital, where he was treated for a lung infection and had a procedure to remove gallstones. A year ago, Mandela was admitted to a Johannesburg hospital for what officials initially described as tests but what turned out to be an acute respiratory infection. He was discharged days later. He also had surgery for an enlarged prostate gland in 1985.

Under South Africa's white-minority apartheid regime, Mandela served 27 years in prison, where he contracted tuberculosis, before being released in 1990. He later became the nation's first democratically elected president in 1994 under the banner of the African National Congress, helping to negotiate a relatively peaceful end to apartheid despite fears of much greater bloodshed. He served one five-year term as president before retiring.

Perceived successes during Mandela's tenure include the introduction of a constitution with robust protections for individual rights and the Truth and Reconciliation Commission, a panel that heard testimony about apartheid-era violations of human rights as a kind of national therapy session. South Africa still struggles with crime, economic inequality and other social ills.

Mandela last made a public appearance on a major stage when South Africa hosted the 2010 World Cup soccer tournament.

German migrant program offers cautions for US

BERLIN (AP) ? In gritty backstreets of Berlin and other major German cities, housewives wearing head scarves shop for lamb and grape leaves. Old men pass the time in cafes sipping coffee, chatting in Turkish and reading Turkish newspapers.

More than 3 million people of Turkish origin live in Germany ? the legacy of West Germany's Cold War-era program to recruit temporary foreign labor during the boom years of the 1950s and 1960s when the country rebuilt after World War II.

What started as a temporary program has changed the fabric of German urban life ? from mosques on street corners to countless shops selling widely popular Doener kebab fast food sandwiches.

Germany's experience with "guest workers" offers lessons for the U.S. as it debates immigration reform, including whether to provide a path to citizenship for unskilled foreign laborers, or whether there should be additional temporary-only visas for such workers. President Barack Obama has urged Congress to begin debate in April after lawmakers return from a two-week recess.

Decades after Germany's formal guest worker program ended in the early 1970s, the country is still wrestling with ways to integrate Turks ? the second biggest group among the estimated 15 million-strong immigrant community after ethnic Germans who moved from the former Soviet Union and for Soviet bloc countries ? into German society.

"When you bring people to work, it's quite hard to tell them to go back one day," said Goecken Demiragli, a social worker whose grandmother came to Berlin from Turkey in 1968. "That was the biggest mistake: to think that if you don't need them, they will go."

Initially, the Germans felt they didn't need an integration path.

They foresaw a temporary program of rotating labor, where workers from Turkey, the Balkans and southern Europe would spend a couple of years on an assembly line and then go home to be replaced by others if industry still needed them.

But factory managers grew tired of retraining new workers every couple of years and convinced authorities to allow contract extensions.

Many immigrants, especially young Turkish men who faced grinding unemployment at home, opted to stay in Germany, bringing their families and building lives here despite discrimination in education, housing and employment.

Although immigrants could stay legally with government-issued residence permits, they could not apply for citizenship for 15 years, although the period has been shortened in recent years. Without fluent German, and state-supported language programs, many were unable to pursue good educations and well-paying jobs.

As a result, the Turkish community remains the least integrated immigrant group in Germany, according to the private Berlin Institute for Population and Development.

Immigration critics blame the Turks for refusing to abandon traditions of rural Turkey, failing to learn German and take advantage of educational opportunities. Critics note that more than 90 percent of marriages by ethnic Turks are to other Turks ? in part because of cultural restrictions against marrying outside the Muslim faith.

Over the years, the existence of a parallel society of marginalized people speaking a different language and following different religious and social customs has triggered a backlash in a country which only recently has considered itself a nation that welcomes immigrants.

Neo-Nazis have focused on the Turks in their campaign against immigration. Next month, the surviving member of a small neo-Nazi cell goes on trial in Munich for allegedly killing 10 people ? eight of them Turkish immigrants ? over seven years. The cell allegedly got away with the killings for years because police assumed they were the work of Turkish immigrant gangs.

Thilo Sarrazin, once a top official of Germany's central bank, wrote in a 2010 best-seller that immigrants were dumbing down German society and that Turkish and Arab immigrants were reluctant to integrate. The firestorm that followed forced Sarrazin out of his bank post, but his book sold over 1.5 million copies.

Others fault successive German governments for being slow to recognize the immigration problem and moving only in recent years to put in place programs to combat discrimination, provide German language training and offer a speedier path to full citizenship.

"The West German government should have devised comprehensive integration measures as part of family reunification policies but did not," a 2009 study for the Washington-based Migration Policy Institute. "Consequently, integration problems began to take root in West Germany."

In the meantime, an entire generation grew up feeling estranged, living in urban ghettoes apart from the mainstream and unable to take part in political life. Even well-educated Turks who have assimilated believe that stigma remains alive today.

"There's this categorization ... that you are not the same as the others," said Demiragli, the social worker, who was born in Germany but did not get citizenship until she was 16. "That is a feeling that grows in you if you do not have strong parents who can support you and give you the feeling that you are still special."

Overt discrimination has abated since the 1970s and 1980s when real estate ads in German newspapers contained phrases like "Only for Germans" or "No Foreigners." But Turkish residents say subtle barriers remain.

"Now it's more hidden," said Bekir Yilmaz, head of a Turkish community organization in Berlin. "You look for housing, you make a telephone call, you can speak German well but when you stand in front of the landlord, they say, 'Oh, the apartment is taken.'"

Yilmaz believes the problem has worsened since the 9/11 attacks in the U.S. and the war on terror smeared the image of Muslims.

"The West had its enemy in communism but communism is gone. Now it's the Muslims," Yilmaz said. "The Turks here are no enemy. They have lived here for years, and their children born here. This has nothing to do with reality."

German attitudes toward immigration and citizenship also proved an obstacle to full and rapid integration. Although attitudes are changing, Germany never perceived itself as an immigrant society like the United States. German society values conformity.

Unlike the United States, Germany does not automatically grant citizenship to anyone born on German soil. Even though the naturalization process has been shortened, it still takes years and requires knowledge of the German language and history.

In 2000, a new law granted German citizenship to German-born children of longtime legal residents. By age 23, those children must decide whether to keep German citizenship or their parents' nationality.

Chancellor Angela Merkel's government has refused calls from Turkish and other immigrant communities to allow dual citizenship. Many immigrants are reluctant to apply for German citizenship because they want to hold on to their original nationality.

"I think we should have a dual citizenship here in Germany," said Ayvaz Harra, a German citizen of Turkish origin who sells bread in a Berlin market. "My family has property in Turkey and I would like to inherit it. Right now it's not possible."

But others believe the core problem was the government's failure to foresee the long-term effects of the temporary labor program.

"The problem here is that there is a picture of how Germans should live and if somebody is living differently, it doesn't fit," Demiragli said. "I think that in 20 to 30 years it will be a totally mixed community, especially here in Berlin. If we get over that 20 years, I think it will be a totally different situation."

Cyprus banks hire security guards for reopening

NICOSIA, Cyprus (AP) ? Cyprus has imposed limits on money transfers and hired extra security guards as it prepares for the planned reopening Thursday of its banks, which have been closed for almost two weeks to avoid a run during the country's financial drama.

A banking official said Wednesday that new controls will include restrictions on large-scale transfers from the country's two largest and most troubled lenders, Bank of Cyprus and Laiki, when they reopen Thursday. Both are being restructured and big depositors face losses of as much as 40 percent.

Authorities are looking to increase the daily withdrawal limit from 100 euros to 300 euros (from $130 to $386), while payroll payments will be allowed in order to help businesses, which have taken a huge hit as people cut down on their spending amid the uncertainty swirling about the banks.

The restrictions will be kept for at least a week until the situation stabilizes, said the official, who spoke only on condition of anonymity because the measures have yet to be officially announced.

Meanwhile, private security firm G4S will dispatch 180 of its staff to all bank branches across the island to keep a lid on any possible trouble, said John Argyrou, managing director of the firm's Cypriot arm.

"Our presence there will be for the comfort of both bank staff and clients, but police will also be present," he said.

Argyrou said he doesn't foresee any serious trouble unfolding once banks open their doors because people had time to "digest" what has transpired.

"There may be some isolated incidents, but it's in our culture to be civil and patient, so I don't expect anything serious."

Another 120 staff from G4S would be assigned money transportation duties.

Banks were closed on March 16 as politicians scrambled to come up with a plan to raise 5.8 billion euros ($7.5 billion) that would qualify the country for 10 billion euros ($12.9 billion) in bailout loans from fellow eurozone partners and the International Monetary Fund.

Under the deal clinched in Brussels early Monday, Cyprus agreed to slash its oversized banking sector and inflict hefty losses on large Laiki and Bank of Cyprus depositors.

Laiki is to be restructured, with its healthy assets going into a "good bank" and its nonperforming loans and toxic assets going into a "bad bank," officials have said. The healthy side will be absorbed into the Bank of Cyprus.

The board of directors of both banks has been fired and administrators appointed to handle the restructuring and absorption, the banking official said.

Bank of Cyprus CEO Yiannis Kypris issued a statement saying the Central Bank governor had asked him verbally Wednesday to resign.

"These are very difficult times for everyone. The Bank of Cyprus was and must remain the basic support of the economy and our society in the effort to deal with the crisis our country is going through," Kypris said. "I hope that the handling of this transition phase will respect the workers, shareholders and customers of the Bank of Cyprus."

Cypriot officials said the deal would mean the country would shift its focus away from being an international center of financial services. That is expected to cost jobs, adding to the unemployment rate which now stands at around 14 percent.

Business leaders and cabinet ministers were meeting with President Nicos Anastasiades on Wednesday to find ways to get the economy going again.

To give consumers a break, electricity prices will drop 5.75 percent next month. Over the next couple of weeks, authorities will look into how they can reduce them by another 3 percent, said Commerce Minister Giorgos Lakkotrypis.

Interior Minister Socrates Hasikos said his ministry is looking to cut red tape in order to attract foreign investment. He said Chinese investors have shown increasing interest in property sales, adding that a single real estate office has sold some 400 residences to Chinese buyers.

"There has always been interest from foreign investors," said Hasikos. "The question is how we as the government, as Cyprus, can convince all these investors ...that the environment is secure, that whatever happened has now passed and that they can continue securely investing in Cyprus."

Not too long after the Samsung Galaxy S 4 was announced, we started hearing whispers of a "miniature" version of the device -- which makes sense, given the Galaxy S III had a smaller sidekick of its own. Today, however, Bloomberg reported the unannounced device is indeed coming soon after the flagship makes its appearance at the end of April. If it follows a similar pattern to its bite-sized predecessor, it likely will be offered in Europe as a lower-cost alternative to the Galaxy S 4. The device is rumored to offer a dual-core 1.6GHz processor, a 4.3-inch display and 8MP camera. Sadly, no official details were given, but we've reached out to Samsung officials for comment and will update when we receive word.

Update: Samsung pinged back with the following comment, which doesn't do much towards confirming or denying whether or not the GS 4 mini is indeed on the horizon. A spokesperson informed us: "We have not announced the product mentioned in the Bloomberg story."

Section 28 'could be reintroduced' by same-sex marriage opponents ...

Opponents of same-sex marriage are trying to "reintroduce Section 28 by stealth", gay rights campaigners have warned.

The law, which was part of the Local Government Act 1988, stipulated that local authorities should "not intentionally promote homosexuality" or "promote the teaching in any maintained school of the acceptability of homosexuality as a pretended family relationship".

It was repealed by the Scottish Parliament in June 2000.

But the Equality Network, which leads the campaign to allow same-sex couples to marry in Scotland, is concerned about recent contributions to the debate to legalise same-sex marriage.

Tom French, policy co-ordinator, said; "We are deeply concerned that opponents of same-sex marriage are attempting to reintroduce Section 28 style discrimination back into Scotland's schools.

"This would roll back equality and have a damaging effect on young people and the wider education system.

"We firmly believe that school should be a welcoming environment for all young people, regardless of their sexual orientation or family situation. Schools have a duty of care to their pupils and it would be wrong to allow discrimination against LGBT people in the education system."

The Scottish Government is currently consulting on its laws to legalise gay marriage, and is seeking views on its Marriage and Civil Partnership (Scotland) Bill and its implications in areas such as education.

Scotland for Marriage, the umbrella group campaigning against same-sex marriage in Scotland, has raised concerns about what will be taught in schools.

The group wants parents to have the right to opt their children out of any lessons that mention same-sex relationships.

Meanwhile a briefing on the same-sex marriage consultation Christian organisation CARE for Scotland said: "Concerns have been expressed that should so-called 'same-sex marriage' be introduced it is likely that children will be taught in school that marriage can be between two people of the same sex.

"To raise a generation of children with such a subjective view of marriage, is a huge social experiment which is likely to result in severely detrimental consequences.

"Arguably it may even increase the occurrence of homosexual relationships."

Jane Buckingham: Four Seconds of Fame

Here's the story of how over two weeks, a "nobody" went from 10 to 100 to 10,000 followers on Instagram, having two fan pages, and a social media stalker.

And I'm not proud to admit that the story is about my nine-year-old daughter.

Rightly or wrongly, I've subscribed to the notion that when it comes to the wild world of the Internet and social media, I want my kids to experience, and make their mistakes when they are young -- and their transgressions relatively small. As someone whose business has been in watching trends for over 20 years, I've observed with a combination of a trained sociologist and the wariness of a young parent the explosion of a new digital world. I have eased sighs of relief as my children tried out Kik, Snap Chat, Moshi Monsters and other "kid" based apps and sites to no issue under my watchful eye.

But even as a predictor of the future, I wasn't ready for the speed at which Instagram would catch fire, and before one could apply a photo filter, over one million tweens joined the service in July 2012 alone (according to Nielsen). So when my kids wanted to join, I allowed them, carefully outlining the types of photos they should post, never to tag friends who weren't allowed on, and to let me know of anything untoward or inappropriate on there. Everything was fine.

And then my daughter got "famous."

Well, lets be clear, not famous, just... Internet famous. My daughter is a very good dancer, extremely flexible and adorable. And she is one of a tremendous number of tweens who follow the show Dance Moms as if it were a marathon One Direction concert. If you're not familiar with the fervor with which this show is received, you should check out any one of its' talented tween stars Instagrams. Each has 300,0000 to over 500,000 followers and countless fan sites. Because of my business, I wound up meeting and working with some the cast. They couldn't have been sweeter to my daughter, and they became friends. And as many group of friends today do, the girls posted photos with my daughter. Thus, the frenzy began. Rumors started swirling whether my daughter was the newest cast member? Was related to the girls? Or why she was suddenly all over their feeds. No matter how much my daughter, her brother, or the girls themselves denied it, the interest in Lilia grew. Over night she had over 2,000 new followers. By the end of the week, she had two fan pages. (FAN PAGES??!!!) and even the video I had posted on YouTube for her grandmother in London to see was getting "favorited."

By the second week, she had endless requests to release her (nonexistent) Kik, girls begging to be her best friend, and countless pleas for replies. And that weekend, she received a call and texts from a "fan" who increasingly became frustrated that Lilia would not respond, and threatened to release her number (How she even got it remains a mystery).

So a girl, who did nothing, was not on a show, was not in the public eye, and was just your normal kid suddenly had fans and a stalker?

Today, tweens, and frankly all of us, are looking for cues of what to pay attention to . We are so eager to find the next trend, and be the first to discover it that we will jump on anything with heat, only to discover that not only does the emperor have no clothes, but he has no followers. Tweens today have to navigate not only the struggles of getting older, but learning to discern fact from fiction in a world that few of us can truly decipher.

Another friend told me that her daughter felt her friendships had become threatened, and competitive. If two girls were off together and posting photos, two more of the group would feel the need to show that they were having a better time. Besties and BFFL's were used like currency, and birthdays became an occasion to see who could post a longer "friendship love letter" and if the use of each emoticons cost money, we'd all be bankrupt by now.

Just as I was ready to shut it all down, my daughter decided to pull herself off. Though, as you can't actually delete an Instagram account, she simply decided to stop posting. I can do nothing about her fan pages, who to this day remain loyal and scour the internet for photos I didn't even know existed on line.

We suggested that she could create a new account, keep it private, and accept only her close friend. But she decided not to. As she said, "I think I'm too addicted to it, I don't need it or want it." There was no better lesson we could have taught her, or ourselves.

Thomas Perez likely pick for labor secretary

WASHINGTON (Reuters) - President Barack Obama is likely to choose Assistant Attorney General Thomas Perez to be the next secretary of labor, a source familiar with the matter said on Saturday.

The choice of Perez, who is Hispanic, would be a nod to the importance of the Latino vote in the 2012 election. Hispanics voted for Obama in large margins, helping him in political swing states such as Colorado and Nevada.

Perez, currently the assistant attorney general for the Civil Rights Division at the Department of Justice, would replace Hilda Solis, the first Hispanic woman to head a major federal agency.

Perez previously served as secretary of Maryland's Department of Labor, Licensing and Regulation.

Another Hispanic leader, Colorado Lieutenant Governor Joe Garcia, had also been in the running for the job, according to sources, but he fell behind Perez in the deliberations.

White House officials could not immediately be reached for comment.

Lion kills worker at California animal park

DUNLAP, Calif. (AP) ? Authorities are trying to determine what provoked a lion at an exotic animal park in Central California to attack and maul to death a 24-year-old woman, who had been on the job as an intern there for just a few weeks.

Authorities said the woman was attacked and killed when she entered the male African lion's enclosure at Cat Haven about 45 miles east of Fresno.

Sheriff's deputies responding to an emergency call from Cat Haven found the woman severely injured and still lying inside the enclosure with the lion nearby, Fresno County sheriff's Lt. Bob Miller said.

Another park worker couldn't lure the lion into another pen, so deputies shot and killed it to safely reach the wounded woman. But she died at the scene, Miller said.

Paul Hanson, a Seattle-area attorney, identified the victim as his daughter Dianna Hanson of Brier, Wash. He said he drove his daughter from her home on New Year's Day, arriving at Cat Haven Jan. 2.

"She was very excited," Hanson told The Associated Press late Wednesday. "It was just a dream job for her."

Hanson said she had been fascinated by big cats from an earlier age.

"She was absolutely fearless," he said.

Cat Haven founder and executive director Dale Anderson was crying as he read a one-sentence statement about the fatal mauling at the private zoo he has operated since 1993.

Investigators were trying to determine why the intern was inside the enclosure and what might have provoked the attack, sheriff's Sgt. Greg Collins said. The facility is normally closed on Wednesdays, and only one other worker was there when the mauling happened, he said.

California Department of Fish and Wildlife spokeswoman Janice Mackey said she was unaware if any state regulations would prohibit an employee from entering an exotic animal's enclosure.

The lion, a 4-year-old male named Cous Cous, had been raised at Cat Haven since it was a cub, said Tanya Osegueda, a spokeswoman for Project Survival, the nonprofit that operates the animal park.

Since the 100-acre facility just west of Kings Canyon National Park opened two decades ago, it has housed numerous big cats, including tigers, leopards and other exotic species. It is permitted to house exotic animals by the California Department of Fish and Wildlife and is regulated as a zoo by the U.S. Department of Agriculture.

Results of the last 13 USDA inspections show no violations dating back to March 2010. The most recent inspection was Feb. 4.

Despite state regulations requiring annual inspections, the California Department of Fish and Wildlife most recently inspected the facility in January 2011, when the inspector found it in "good condition" after checking animal health and features such as enclosures.

"We have to do the best we can with the resources we're provided," said department spokeswoman Jordan Traverso. "Regardless of whether it was inspected, that wouldn't have prevented this from happening."

Cat Haven's current "restricted species" permit, which expires in November, states the park was authorized to house 47 animals but had only 28. The animals must be used for scientific or educational purposes.

Actress Tippi Hedren, who founded the Shambala Preserve in Southern California, home to 53 seized or abandoned exotic pets, expressed dismay over the killing of the lion.

"It wasn't the lion's fault. It's the human's fault always," Hedren said.

Nicole Paquette, vice president of the Humane Society of the United States, said the victim of Wednesday's attack should never have been in the enclosure with the animal.

"These are big cats that are extremely dangerous, and they placed a volunteer in the actual cage with a wild animal," she said. "That should have never happened."

Officials at another big cat sanctuary, Big Cat Rescue in Tampa, Fla., told The Associated Press last year that at least 21 people, including five children, have been killed and 246 mauled by exotic cats in the United States since 1990. Over that period, 254 cats escaped and 143 were killed.

In 2007, a tiger at the San Francisco Zoo was killed by police after jumping out of its enclosure and fatally mauling a 17-year-old boy and injuring two other people.

Cat Haven has housed Bengal tigers, jaguars and leopards as well as bobcats native to the area. The facility's website says it promotes conservation and preservation of wild cats in their native habitats and offers visitors tours and educational outreach.

Anderson said Project Survival would investigate to see if the intern and the other worker on-site followed the group's protocols.

"We take every precaution to ensure the safety of our staff, animals and guests," he said in a statement.

NEW YORK (Reuters) - Wall Street opened slightly higher on Thursday as investors attempted to push the rally further after the latest economic data suggested a pick-up in the labor market recovery.

The Dow Jones industrial average gained 11.44 points, or 0.08 percent, to 14,307.68. The Standard & Poor's 500 Index rose 1.43 points, or 0.09 percent, to 1,542.89. The Nasdaq Composite Index added 3.00 points, or 0.09 percent, to 3,225.37.

Why Lindsey Graham Isn't Acting Like a Worried Man

At the height of tea party fever in spring 2010, Sen. Lindsey Graham walked out of talks on a bipartisan climate-change bill, saying he was angry about Democratic plans to move first on comprehensive immigration reform. It almost seemed like he was anticipating a hypothetical, hyperconservative primary challenger more than four years before his reelection race.

But now the South Carolina Republican is in the thick of bipartisan talks on immigration reforms that include a path to citizenship for illegal immigrants; making overtures on a grand fiscal bargain that would include higher taxes along with entitlement trims; and praising President Obama for reaching out to him and others in his party. On Wednesday Graham held a press conference to announce a bipartisan bill to strengthen mental health provisions in gun background checks. He also attended Obama?s dinner party with Republicans at a Washington hotel. In fact, Graham drew up the guest list.

In 2010, Graham pal John McCain tacked hard right to fend off a tea party challenger in Arizona. In 2012, Orrin Hatch did the same to survive in Utah. Graham could eventually back away from some of his bipartisan projects, and some skeptical Democrats expect he will. But for now he is gambling that changing times and his own political skills will keep him safe. And for now he is in a commanding position in his party. Among self-identified Republicans and GOP-leaning independents in a Winthrop University poll last month, he was at 71.6 percent approval.

Not surprisingly, no strong primary challenger to Graham has emerged. The anti-tax Club for Growth is keeping an eye on the race and will consider getting involved if a viable candidate surfaces, says spokesman Barney Keller. Graham scored 72 percent in the Club?s most recent report card, close to what the group considers a ?bottom of the barrel? Republican. But ?obviously you can?t beat someone with no one,? Keller says. GOP consultants in the state predict Graham will have an opponent, but probably a weak one.

One of the most marked trends in South Carolina politics is the fade of the tea party. Only 5.5 percent of registered voters in the state said they considered themselves tea party members in the Winthrop poll, down from 19.2 percent in October 2010. Back then, about half of registered voters said they agreed with tea party principles. In last month?s poll, only 24.1 percent said they approved of the movement.

Even so, Graham is doing a careful balancing act. For every move toward compromise, he stakes out a position that appeals to his state?s most conservative voters. He touts his opposition to an assault weapons ban and his thumbs-up rating as an ?American Conservative Union conservative.?

He was a ruthless critic of Chuck Hagel?s nomination as defense secretary. Among other things, he said Hagel would be would be the ?most antagonistic? secretary in American history toward Israel. Graham himself is the administration?s chief antagonist on Benghazi. Conservatives in his state were very upset about the attacks and wanted more investigation of them, says political scientist Scott Huffmon, head of the Winthrop poll. ?To me that explains him leading the charge on Benghazi,? he says of Graham. ?He had been accused of being weak on the tea party. He is trying to shore himself up.?

Even as Graham tends to his right flank, demographics are shifting his way. In the Charleston area and the spillover suburbs of Charlotte, N.C., high-income, high-education retirees and workers are strengthening the more traditional wing of the Republican Party. ?They certainly don?t want somebody who?s ideologically intractable. They like a conservative but broad minded approach,? says Huffmon. He says people like that could enlarge Graham?s base: ?They?re receptive to his message, and he?s got the money to reach them.?

Attitudes as well as demographics are moving in Graham?s direction, most notably on immigration. ?Some pragmatism and some realism has settled in across the whole spectrum of the Republican primary electorate? on immigration, in South Carolina and nationally, says Warren Tompkins, a Columbia-based Graham adviser who has worked on South Carolina campaigns for nearly 40 years. ?The issue has come full circle back to more his line of thought in the beginning.?

Then there?s exasperation with Washington, which has not bypassed South Carolina. ?Despite its hard red appearance, there are still people in our state who really do want government to work effectively and recognize that there?s going to be some give and take there,? says Chip Felkel, a Greenville-based strategist who is not working for Graham. ?The perception across the state now is that you may not agree with everything he does, but he is trying to move the ball forward so people can get their money?s worth out of government.?

Which is why we will likely continue to see Graham all over Twitter, Sunday shows and Capitol Hill making comments like these, a few hours before his dinner with Obama: ?I want to compliment the president for reaching out ? I hope it bears fruit. If we never talk to each other, I know exactly what?s going to happen. This country?s going to fail.?

But it?s complicated being Lindsey Graham, so we?ll also continue to see tweets like the one Graham sent just before announcing his new bipartisan background checks bill and heading off to dinner with Obama: ?Just voted against the nomination of Caitlin Halligan to the U.S. Court of Appeals for the District of Columbia.? Actually, under pressure from the right, he had voted to keep a filibuster going to block her nomination. That goes against his own principle of opposing filibusters on judicial nominations, perpetuates just the kind of Washington gridlock he decries in other circumstances, and gives prospective primary challengers one more reason to think twice about taking him on.

South Korea Military Warns of 'Strong' Retaliation against North

South Korea's military has warned that it will retaliate "strongly and sternly" if the North launches "provocative attacks" during its ongoing military drill.

The South Korean warning comes a day after the North threatened to violate the 1953 truce over proposed new UN sanctions which seek to impose curbs on diplomats and cash transfers.

In a strongly-worded statement, the South Korean military said it would punish North Korea and its leadership if it decides to carry out attacks or indulges in provocative acts.

Tensions are running high in the Korean peninsula after the 12 February nuclear test by North Korea and military drills by both sides have further raised temperatures.

"The North had already received notice that South Korea-US drills are defensive in nature. If North Korea goes ahead with provocations and threatens the lives and safety of South Koreans, our military will strongly and sternly retaliate against the command and its supporting forces. We want to make it clear that (our military) has made all preparations to do that," said the military statement read out by senior official Kim Yong-hyun during a press conference.

South Korea and the US have been conducting a joint military exercise codenamed Foal Eagle since 1 March which is likely to go on till the end of April. Computer-simulated drills are expected to take place between 11 and 21 March.

Out of the 28,000 American troops stationed in South Korea, close to 10,000 are to take part in the ongoing drill along with 200,000 South Korean forces.

The South has also stepped up its security following the latest developments and the military has been kept on high alert, suggest reports.

"South Korea and the US have stepped up their surveillance assets to closely monitor North Korea's military. Troops have been placed on high alert," a South Korean official told the Yonhap news agency.

North Korea has already started a submarine drill and its military exercise is expected to take place in the coming week coinciding with the US-South Korea drill, according to reports.

An anti-teen-pregnancy ad from the NYC Human Rights Administration

New York City launched a new teen pregnancy prevention campaign this week ? and it includes a bizarre choose-your-own-adventure mobile game that scolds girls for getting pregnant by calling them "fat."

The NYC Human Rights Administration's new campaign, featured at bus stops and subway stations across town, pulls out all the stops in delivering "real talk" to New York teens: crying, surly looking babies admonish future parents that in all likelihood, their children will have deadbeat dads, they will be more likely to end up living in poverty, and they'll be paying thousands of dollars in extra expenses for the next two decades of their life.

"Gilmore Girls" this ain't.

The New York Daily News called it a "shame campaign," while the Village Voice noted that it was likely to "scare the living daylights" out of its intended audience ? which, perhaps, was the point.

But fewer people are talking about the bizarre shame aspect of the ad campaign's mobile side, as demonstrated by Miriam P?rez at Reproductive Health Reality Check. When P?rez followed instructions and texted ?NOTNOW? to 877877, she embarked on a strange "game" that allowed her to run through a scenario that shamed her female character, "Anaya."

As P?rez played the game, she stated that "it only got worse, with more scenarios about Anaya being ignored by her ?baby daddy? and shunned by her parents."

None of the texts included any actual information for teens trying not to get pregnant ? they just used an invented scenario to drive home the idea that teen pregnancy results in social isolation and losing your boyfriend.

Unless you can score "3rd" or higher, each scenario ends with Anaya and her boyfriend Louis breaking up, and Anaya ending up a single, unwed mom on her own. At one point during the game, you have the options of either screaming at your parents (because they're mad at you for getting pregnant), or going to your room to cry.

The game also rewards you for choosing to stay home instead of dragging your "huge" self out to the prom with Louis, and allows you to "win" the game only when you've thrown up all over all your old friends, broken up with your boyfriend, and focused on getting a college degree by yourself.

At no point in the scenario is "Anaya" given the option of having an abortion, nor is she ever able to discuss her options with the elusive Louis, who avoids her, then dumps her when she doesn't go to prom with him.

"The messages sent by these ads and the ridiculous SMS game make it seem like the HRA is fine with the status quo of shame and isolation for teen parents," writes P?rez.

A pregnant teen gets called a ?fat loser?? ?Well, she shouldn?t have [gotten] pregnant!; the campaign seems to say. What kind of message does this send about bullying?

The March campaign is by no means the first such teen pregnancy prevention campaign directed at shaming teens. The brand-new Tumblr Shaming Teen Pregnancy collects ads and images from campaigns past and current showing the many ways that teens have been the brunt of fear-mongering and shaming disguised as "real talk" about the brutal realities of teen pregnancy. Some of the ads are transphobic, while others utilize flagrantshaming.

The NYC campaign also seems to equate "staying together" with "getting married," which is an odd correlation given the millions of U.S. residents who form long partnerships without ever tying the knot.

The choices the game gives Louis are all about whether to "stay" or "dump" his girlfriend, insisting that he "needs his own chill time" and encouraging him to go "shoot hoops" with his male friends. It's interesting that while Anaya's friends in this scenario are actively body-shaming her, Louis' friends are just hanging out while he's allowed to feel that Anaya is tying him down. If he can resist the temptations of parties and basketball, Louis gets to go to doctor appointments and pay child support while failing Math classes and struggling to find a job.

Wow. With incentives like that, I'd skive off and play basketball, too.

Here Come the Culture Wars: Court Hears Cases on Affirmative Action and Gay Marriage

The Supreme Court is weighing major decisions on gay marriage and race that could roil the 2014 election beyond the debates in Washington over the federal budget, immigration and gun control.

Among the measures dominating the docket: the constitutionality of the Defense of Marriage Act (DOMA) federal same-sex marriage ban, California?s Proposition 8 ballot initiative outlawing gay marriage, the affirmative action policy at the University of Texas, and a section of the Voting Rights Act of 1965 that requires some states and communities to clear voting changes with the federal government. The high-stakes decisions, expected in June, may force candidates in competitive races to take sides on divisive social issues. Religious conservatives and African-American voters are ready to mobilize if same-sex marriage bans or racial equality laws are overturned, potentially reshaping the mid-term electorate.

?With everything coming down the pike, I think 2014 is going to be a culture election in a way we haven?t seen in a few years,? said Lanae Erickson Hatalsky, director of social policy and politics at Third Way, a left-of-center think tank. ?With racial politics and gay rights swirling around at the same time, it will be interesting how Republicans and Democrats respond.?

With fewer vulnerable Republicans on the ballot in 2014, the candidates who could be tripped up the most are the six red-state Democratic senators up for re-election: Kay Hagan in North Carolina, Mary Landrieu in Louisiana, Max Baucus in Montana, Mark Begich of Alaska, Mark Pryor of Arkansas and Tim Johnson in South Dakota. Re-election challengers may try to use social issues to lure these senators out of an economy-focused comfort zone that allows them to retain Democratic support and seek crossover votes from independents and moderate Republicans.?

In one example of how a Supreme Court decision could permeate the national debate, Hatalsky noted that the word ?spouse? appears 1,138 times in federal laws and regulations. Many of those references would end up before Congress if DOMA is overturned, giving opponents of same-sex marriage a last-ditch chance to raise religious objections -- similar to those raised by opponents of the administration?s new rules on insurance coverage of birth control.? ?June is just the beginning,? Hatalsky said. ?There will be so many opportunities after that for Republicans to try to limit the application of DOMA.?

The Proposition 8 decision could be narrower and apply only to California. But if the Obama administration?s argument wins the day, eight states that currently allow civil unions would have to sanction same-sex marriage, bringing the total to 17 states with marriage equality.

?If the court can overturn a popular vote of the people, I think you?ll find a lot of outrage that would motivate people to go the polls in 2014,? said Tom McClusky, vice president for government affairs at the Family Research Council. ?It will be very hard for James Carville or Karl Rove to say the election is just about the economy.?

The public's concerns about jobs and national security have mostly overshadowed social issues in recent elections. Support for gun control played a role in Democratic defeats in 1994, after President Clinton signed the assault weapons ban, and in 2000, when Vice President Al Gore ran for president. In 2006, the inflammatory debate over immigration reform helped Democrats broaden their appeal to Hispanic voters and take back Congress. Religious conservatives came out in droves in 2004, when gay marriage bans were on the ballot in 11 states. The state where they made the biggest difference was Ohio, which proved pivotal to Bush?s re-election. The gay marriage ban won with 61 percent of the vote, while Bush barely eked out a victory.

Since that election, Family Research Council?s nationwide e-mail list has grown from about 400,000 people to nearly 2 million, McClusky said. ?We?re able to reach people much quicker and mobilize much quicker,? he said. ?As people see the building blocks of our society crumbling, our organization has grown.?

Democrats are skeptical of a surge in voting by social conservatives. A majority of Americans said they supported gay marriage in a Gallup poll last year. Dozens of prominent Republicans signed a legal brief submitted to the Supreme Court in support of same-sex couples in the DOMA case. ?Attitudes toward gay marriage are changing faster than any other issue in the history of polling, so I think what the Supreme Court does will be less consequential,? said Democratic pollster Mark Mellman.

Turnout in mid-term elections tends to be older and less diverse than the presidential electorate. Blacks made up 13 percent of the electorate in 2008 and 2012, when Obama was on the ballot, but only 11 percent in 2010.

Civil rights groups were worried about minority turnout in 2012 after a slew of states passed laws requiring voters to show photo IDs. Courts blocked ID laws in Pennsylvania, Texas, Wisconsin and South Carolina, but the challenge to the Voting Rights Act is reviving concerns about minority disenfranchisement. The NAACP estimates that 5 million people who voted in 2012 would have been have been denied that right if not for the Voting Rights Act.

?Many Americans were outraged when they looked the voter ID laws and restrictions on early voting in 2012, which created an air of righteous indignation because they appeared to be similar to what was used in 1960s to prevent minorities from turning out to vote,? said Hilary O. Shelton, director of the Washington bureau of the NAACP. ?If these obstacles are in place in 2014, it could have a major impact in stirring people to come out to the polls. If people think their rights are being threatened, they will be more likely to pay attention, even if the president is not on the ballot.?

Over the next few months, Supreme Court watchers will parse the courtroom debates for signs of which way these landmark cases on gay marriage and race will go. Politically, the aftermath of the decisions will be just as interesting.

>>> now to florida . and what appears to be an increasingly dangerous situation for one neighborhood as a sinkhole keeps growing. one man is presumed dead after being sucked into the earth as he was sleeping. and tonight other families are on edge. nbc's gabe gutierrez is in seffner, florida watching this drama unfold. gabe, good evening.

>> reporter: lester, late this afternoon investigators said the rescue efforts had ended. the site is entirely unstable. they already brought in new equipment and tomorrow they plan to demolish the house. tonight the scramble to safety. how long did they give you, ma'am?

>> 30 minutes .

>> reporter: this family given just a half hour to collect their belongings and leave. engineers say a large sinkhole has compromised these homes near tampa. it keeps growing underground. at least 30 feet wide and 50 feet deep. they don't know when it will stop.

>> we can no longer sustain a rescue effort. we met with the family, advised them of that, and that at this point we have to move beyond the rescue to demolition phase.

>> reporter: investigators can't even get inside the home safely to assess the damage. but as engineers tested the area around it today, jeremy bush brought flowers and wept. tired, still wearing the same clothes two days later, he waited for word about his brother, 36-year-old jeff bush, still trapped underground, presumed dead after being swallowed by sinkhole in his bedroom late thursday night.

>> reporter: jeremy jumped into the hole in a desperate but unsuccessful attempt to rescue his brother. a sheriff's deputy had to pull him to safety.

>> okay. and what happened to the house?

>> um, the bedroom floor just collapsed and my brother-in-law is in there. he's underneath the house.

>> reporter: sinkholes are relatively common in florida due to the state's unique limestone bed roba bedrock. as rain water filters into the ground it can erode the rock and cause a collapse. investigators say this hole could have been building for years. neighbors wonder if their homes are in jeopardy.

>> just rips my heart out that people that i've lived next door to for 21 years had to leave and just -- they have a lot of memories also.

>> reporter: just a few moments ago the family of the victim gathered behind me to pay their respects. authorities weren't able to put microphones and a small camera near the entrance of the home. they found no signs of life , lester.

The Warner Bros. 3-D action extravaganza, based on the Jack and the Beanstalk legend, made just $28 million to debut at No. 1, according to Sunday studio estimates. It had a reported budget of about $200 million.

"Jack" comes from Bryan Singer, director of "The Usual Suspects" and the first two "X-Men" movies. It stars Nicholas Hoult, Ewan McGregor, Ian McShane and Stanley Tucci.

Among other new releases, the college romp "21 & Over" from Relativity Media made only $9 million this weekend to open in third place. And the horror sequel "The Last Exorcism Part II" from CBS Films debuted in fourth place with just over $8 million.

This is the sixth weekend in a row that movie ticket sales are down, said Paul Dergarabedian, box-office analyst for Hollywood.com. One bit of good news for "Jack" is that it had a 56-percent uptick from Friday to Saturday, suggesting strong word-of-mouth and more family audiences for the PG-13 adventure.

Dergarabedian pointed out that many of the action pictures aimed at men this year ? including "Snitch," ''The Last Stand," ''Bullet to the Head" and "Parker" ? have been disappointments at the box office.

"Other films have done OK but we need to do better than OK to keep up with last year's pace," he said. "Where is the audience? I don't want to overstate this, but where are the guys?"

Among the few bright spots, the Jason Bateman-Melissa McCarthy comedy "Identity Thief" has become the first film to cross the $100 million mark this year. Now in its fourth week in theaters, the Universal movie has made $107.4 million.

"This is a tough marketplace right now. Everything is underperforming," Dergarabedian said. "There hasn't been a huge breakout hit yet. For every 'Identity Thief' there have probably been 10 other films that have underperformed."

Meanwhile, winners at last weekend's Academy Awards, including "Argo," ''Silver Linings Playbook" and "Life of Pi," are still sticking around in the top 20 after several months in theaters, further underscoring the weakness of recent new releases.

But Dergarabedian was optimistic that things will turn around with the opening next week of "Oz the Great and Powerful," a much-anticipated prequel to "The Wizard of Oz" starring James Franco and directed by Sam Raimi. It's expected to open in the $75-100 million range.

"We need the cavalry to arrive and we need them soon," he said. "Maybe James Franco is the cavalry."

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are included. Final domestic figures will be released Monday:

March is National Colorectal Cancer Awareness Month and these organizations wanted to kick off that month by inviting the community to learn about this disease and be screened for it while they?re there.

Drs. Chirag Jani and Troy Kimsey attended the luncheon and spoke about prevention, detection, screening, and treatment.? Dr. Kimsey said people don?t realize how important early detection is and having events like this helps spread the word.
